  17. <p>     In a rare political setback for Israel, top congressional
  18. leaders announced last week that they would delay action on an
  19. "urgent" request that Washington guarantee $10 billion in loans
  20. from Western banks to provide housing and services for the 1
  21. million Soviet emigres who are expected to resettle in the
  22. Jewish state. This would be in addition to the $3 billion in
  23. U.S. economic and military aid already extended this year.
  24. </p>
  25. <p>     The Bush Administration earlier provided $400 million in
  26. housing guarantees on the strict condition that the funds not
  27. be used to build new settlements in the occupied territories.
  28. Israel continued to build the settlements with non-U.S. funds,
  29. an action that irritated top Administration officials.
  30. </p>
  31. <p>     Leading lawmakers agreed with Secretary of State James
  32. Baker's argument that immediate action on the loan guarantees
  33. would anger Israel's Arab neighbors and endanger the October
  34. Middle East peace conference. Defying the Administration's
  35. request for a 120-day delay, however, Jewish lobbying groups and
  36. some of their allies on Capitol Hill vowed to push for quick
  37. congressional approval.
